To answer the OP: they do. I've once seen a guy named "Fuhrer" spamming those korean svastika-looking characters get banned in 10 minutes.

edit: I would prefer Anet just leave the player population alone unless they are hacking/abusing some exploit. Why ban people for doing things that aren't exploiting the game itself?

Why do something about poor behaviour ? So that maybe people learn that there are consequences to their actions and maybe thye would just be better off by treating people in a manner that they themselves would like to be treated ?

i just dont get it so many ppl here moan and whine that pve skills are ruining their game yet seem fine with all the scammers dupers and down right offensive crap this game has
in my opinion it dont matter where this race/abuse crap happens be it books phones tv or the bloody internet its wrong on every level

Like it's been said, if a name offends you report them with a good reason. Anet usually takes care of it.
